Science proposes a scale from zero to four to rate the level to which a civilization has developed based on the ability to travel the planets; we have yet to reach a milestone of "one" on this scale.
To know there are other civilizations in the universe one only need look a nature on our planet and see how fish, frogs and insects lay millions of eggs so that only a few of their offspring may survive and reach adulthood. Based on my observations our chances are no better than that of insects.
